Require legal documents confirmation on every booking

- Adds a new toggle option “Ask every time” when creating or editing a legal document in the admin area (default: off).
- When enabled, end customers must confirm/sign this document again with each new booking checkout.
- When disabled (default), the existing behavior remains: one-time confirmation is enough.
