No. The Philips 10BDL4551T is a signage display without the Google Play Store. Installation happens exclusively via APK over a USB stick or SD card.

The display is in default source mode. Press power button + volume down on the back, enter the password 1234, and navigate to the input settings to set the anny Display App as the custom app.

Check whether installation from unknown sources is allowed. Go to Settings → Security and enable Unknown Sources. Try the installation again.

Check whether the PoE cable also delivers data throughput (not just power). For Wi-Fi: make sure the network broadcasts on 2.4 GHz, since some signage displays do not support 5 GHz.
